The Commission proposed a Memorandum of Understanding on Aerial Works for its member States, as of December 15, 2023. The authorities of the States that signed the MoU on “Aerial Works” on that date were: Aruba, Brazil, Chile, Costa Rica, Cuba, Panama, Paraguay, Dominican Republic, Uruguay, and Venezuela. The MoU was left open for signature for the other LACAC member States. It should be noted that the MoU establishes that, without undermining operational safety, the Parties undertake to simplify and accelerate the procedures related to the technical conditions of aircraft, the capacity of crew members and the granting of permits, when it comes to emergencies declared as such or similar situations that each State considers. However, the MoU is only activated each time one of the Parties declares, in accordance with its internal legislation and procedures, the existence of an emergency situation, calamity or public need that makes the participation of air operators from other States essential.
