Subject: Extraordinary Assembly of LACAC and Celebration of the 50th Anniversary of LACAC (Lima, Peru, December 13 to 15, 2023).
Distinguished Sir/Madam,
As you are aware, on December 14, 2023, the 50th Anniversary of the founding of LACAC will be celebrated. In this context, the Commission Assembly that met in March 2022 in Montevideo, Uruguay, agreed to commemorate this important date in the city of Lima, Peru, where the headquarters of the Secretariat is located.
Given the importance of this event, on behalf of the President of LACAC, it is an honor for us to extend the cordial invitation to participate in this significant celebration that will take place from December 13 to 15, 2023, at the Swisshotel, Lima, Peru, within the Extraordinary Assembly of LACAC.

Likewise, attached is the Agenda of the Extraordinary Assembly (Attachment 1), the tentative Program (Attachment 2) and general information and important data as Attachment 3.
On the other hand, during the CIII Meeting of the Executive Committee (Caracas, Venezuela) the Memorandums (MoUs) on Air Works (Attachment 4) and on Liberalization of Cargo-Only Services (Attachment 5) were approved, which are attached. We kindly request to inform the Secretariat if your administration will sign any of these instruments during the Extraordinary Assembly.
Additionally, the Executive Committee approved the Lima Declaration (Attachment 6), the text of which is attached. We kindly request that, based on what has been agreed regarding the aforementioned instrument, the corresponding competent Ministers be invited to send a short video (no more than two minutes), conveying greetings to the Commission on its 50th Anniversary and expressing their commitment to the Lima Declaration.
Finally, and based on what was agreed, if any State needs the Lima Declaration to be sent through diplomatic channels, inform the Secretariat. We remind you to attend the Assembly with the necessary power of attorney to adopt the Declaration.

General Information
1. Location and Date
The VII Extraordinary Assembly and the 50th Anniversary of LACAC will be held on December 13 to 15, 2023, in Lima City, Peru.
2. Venue
The meeting will be held at the Swisshotel, San Isidro, Lima.
3. Arrival at the airport and transportation
International airlines that fly to Peru arrive at Jorge Chávez Airport.
4. Participant’s Registration
Registration of the Delegates will take place on December 13 from 3:00 p.m.
5. Opening
The opening ceremony will take place on Thursday, December 14 at 9:00 a.m.
6. Language in which the meeting will be developed
The meeting will be held in Spanish, and English with simultaneous translation.
7. Documentation
The Meeting documentation will be available on the Commission's website http://clacsec.clac-lacac.org/
8. Suggested Attire
The attire will be formal for all activities during the event.
9. Weather
In the City of Lima in the month of December, approximate temperatures of 19° to 23° are expected.

The official currency in Lima is the Nuevo Sol.

12. Vaccines and medical services
The General Directorate of Immigration reports that the health requirements for entering the national territory regarding the presentation of negative tests and vaccination cards in the context of the COVID-19 pandemic have been eliminated for travelers entering the country.
13. Language
The official language of Peru is Spanish.
14. Electricity
In the city of Lima, the standard output voltage is 220 volts.
15. Taxes and tips
Purchase tax is included in consumer prices. The tip in restaurants is not included in the bill and is normally considered a tip of 10% of the value of the consumption.
16. Time zone
Lima's time zone is in universal time -5 (GMT -5).
17. Business hours
The Shopping Centers are open from Monday to Sunday continuously from 09:00 hrs. until 10:00 p.m.
18. Safety recommendations
Safety recommendations are common to every city, such as carrying only the necessary money, not unnecessarily displaying valuable jewelry, and requesting safe taxi services from the hotel of your choice to get around. The use of the Uber platform is recommended.

The celebration of the 50th anniversary of the Latin American Civil Aviation Commission creates a unique context to renew the commitments of the member States with the development of civil aviation. For this reason, a LACAC technical team is preparing a declaration proposal, which will take the name of the "Lima Declaration", which will contain references and commitments to the following topics:
- Development of air transport in the region for the year 2033.
- Accessibility of air transport for a majority of people in the region.
- Promotion of a sustainable aviation committed to the environment.
- Promotion of the development of air cargo transportation in the region.
- Promote a resilience environment to face potential crises.
- Maintaining or increasing levels of aviation safety and security.
- Application of technologies at the service of air transport facilitation.
- Coordination between the aeronautical authorities, with the ICAO and other international organizations, to achieve uniformity and harmonization of aviation regulations.
- Promotion of women's participation in aeronautical activities.
- Constant training of the aeronautical community.
- Unity of action for the representation of the region in international instances.

History of LACAC aeronautical authorities
With the contribution of the member States, an electronic book is being prepared with the history of each of the aeronautical and/or civil aviation authorities of the States that make up LACAC. The fundamental purpose is to offer the general public an accessible and friendly text to read, which contains the main historical milestones of each authority in the region. Each of these stories may contain photographs or graphics, and the requested extension is within a range between 10 to 15 pages.

Rules of the Academic Contest
On the occasion of the commemoration of the 50 years of LACAC, a contest has been organized, the bases of which are described below:
Introduction
On December 14, 2023, the Latin American Civil Aviation Commission - LACAC will celebrate its 50th Anniversary in the framework of an Extraordinary Assembly in the city of Lima, Peru. The Management Group-GRUGES, commissioned by the Executive Committee to carry out a series of activities for the celebration of the anniversary, has defined the realization of an academic contest to develop ideas or debates of common interest in the region.
Aim
Take advantage of the celebration of the 50th Anniversary of LACAC to start a process of academic reflection on relevant and/or emerging issues in international civil air-commercial aviation in Latin America and the Caribbean.
Participants
The contest is open to all the personnel that make up the aeronautical authorities of the LACAC member States, regardless of their rank or hierarchy, to the members of the LACAC observer entities and to the members of the academy linked to aeronautical activity.
Participation is individual and only one item can be delivered for each participant.
Theme
The topic is of free choice, but circumscribed to matters of interest on technical, economic or legal issues that make up public policies of international civil aviation of global or regional interest, but with an impact in Latin America and the Caribbean.
Characteristics
In matters of substance, the subject of free choice must be written as an academic article, of an unpublished nature, that is, it has not been previously sent to another contest or event even if it has not been published.
Formally, the articles may be written in Spanish, Portuguese or English. The extension may be between 8 and 15 pages, without counting the cover and the bibliography and annexes. The text must be sent in Microsoft Word, in font and size Calibri (Body) 12, single spaced, and justified. The top, bottom, right and left margins should be 2.5 cm. The citation system will be freely chosen by the participants.
The body of the article must contain: a title, a summary or abstract, keywords and at least an introduction, body and conclusions.
Jury
A jury made up of members of the Latin American Association of Aeronautical and Space Law, ALADA and the Ibero-American Institute of Aeronautical and Space Law, who may be supported by specialized technical personnel for the proper evaluation if necessary. The jury will select the first three places in the contest, guaranteeing total impartiality and transparency. If necessary, in addition to the first three places, honorable mentions will be awarded. The jury will send the result of its verdict to the LACAC Secretariat no later than November 1, 2023.
Delivery
The delivery will be made by email of the text in Word to the LACAC Secretariat ([email protected]) who will send it to the jury guaranteeing the anonymity of each participant. The delivery date of the academic articles will be until September 30, 2023. Articles received after that date will be admitted at the discretion of the jury.
Award
During the Extraordinary Assembly that will be held between December 14 and 15 in Lima, Peru, the awarding of the contest winners will take place. If they could not attend the Assembly, the prize will be received by the corresponding director, who will then deliver it to the winners. The Commission will deliver a surprise prize to the first place in the contest.
Publication of articles.
The winning articles and/or those that obtain an honorable mention will be published in coordination with the Commission.

Role of women in commercial aviation
Within the extraordinary Assembly there will be an academic agenda that will contain a panel related to the role of women in commercial aviation, with the aim of giving relevance to the equal and equitable participation of women at the various levels that make up the aeronautical activity in Latin America and the caribbean.
