Bachelor’s Degree in Law. Executive Master’s in Aeronautical and Airport Management and Leadership. Studies in Aeronautical Law, Air Policy, Accessibility and Universal Design in Air Transport Facilitation, Aeronautical Regulation and Airport Infrastructure, Administrative Law, among others.

Tasks:

  • Review and modernization of resolutions.
  • Establish bilateral relations among all LACAC States.
  • Single system for flight authorization among the countries of the region.
  • Study of seasonality in the region.

Head of the Office of Environment and Energy Transition at the Brazilian Civil Aviation Agency. Additionally, serves as the Brazilian member of the Committee on Aviation Environmental Protection (CAEP) at the International Civil Aviation Organization (ICAO). Over 10 years of professional experience in the fields of aviation and the environment. Master’s degree in International Relations and Environment from the University of Brasilia, and is currently pursuing a Ph.D. at the same university.

Tasks:

  • Review of Res. A18-07: Policy declaration and establishment of permanent LACAC practices related to environmental protection.
  • Coordination of LACAC States in international environmental forums.
  • Coordination of LACAC States for the implementation of CORSIA MRV and to promote offset projects in the region.
  • Coordination of LACAC States for the promotion of investments in the production of cleaner energies in the region.

Macro Task: Training

Tasks:

  • Update of LACAC MoUs with non-member States and international organizations.
  • Training course or workshop on air passenger rights for judges.
  • Update of the supply and demand survey on training.
  • Offer seminars, courses, and/or workshops from LACAC States.

Contributions: The ANACPEDIA database, developed by the National Civil Aviation Agency of Brazil (ANAC), is made available in order to be useful for understanding aeronautical terminology in English, Spanish and Portuguese (GEPEJTA/42).

Strategic Objectives

A. Strengthen coordination between civil aviation authorities and other actors in the aviation sector and promote the efforts of technical groups to enable the Sustainable Development of the sector in Latin America.

B. Guarantee regional representation in ICAO and in other international forums.

C. Develop a strategic management model for institutional strengthening that guarantees its permanence over time and in its space of incidence.

Execution Lines

Each of the three strategic objectives and their corresponding strategic lines of action contemplate the execution guidelines or tasks.

The set of tasks makes up the Commission’s Operational Plan.

Each Operational Plan will be established at the beginning of a new term of the LACAC Executive Committees and will last for two years.

Strategic lines of action

A.   Strengthen coordination between civil aviation authorities and other actors in the aviation sector and promote the efforts of technical groups to enable the Sustainable Development of the sector in Latin America.

A.1. Continue promoting the liberalization or opening of air transport.

A.2. Follow up on regional integration processes.

A.3. Promote the exchange of specialized aerial work and general aviation.

A.4. Promote the establishment of information systems for the airline industry in Latin America.

A.5. Develop and update consultation documents and guides in the different spheres of civil aviation in Latin  America.

A.6. Promote the exchange of information between the different ICAO working groups and the work carried out by the Commission.

A.7. Promote the creation and strengthening of capacities in the different areas of international civil aviation.

A.8. Harmonize and promote the coordination of the activities of regional entities related to safety.

A.9. Promote exchanges and collaboration on AVSEC/FAL issues.

A.10. Develop advertising and marketing strategies for the Latin American Civil Aviation Commission.

A.11. Adopt a proactive attitude in approaching other States and international organizations to sign mutual cooperation agreements.

A.12. Manage horizontal cooperation agreements between the Member States.

A.13. Expand and improve connectivity between the States of the region through the establishment of commercial air relations.

A.14. Monitor the adoption and validity of decisions by the Member States.

A.15. Establish a contingency coordination system for extreme natural events between aeronautical authorities.

A.16. Promote studies on the multidimensional impacts of aviation in the Latin American region.

B. Guarantee regional representation in ICAO and in other international forums.

B.1. Promote actions that guarantee the representativeness of Latin America in the ICAO Council.

B.2. Promote greater participation of officials from the Latin American region working at ICAO.

B.3. Coordinate the support of regional positions in the different forums.

C. Desarrollar un modelo de gestión estratégica para el fortalecimiento institucional que garantice su permanencia en el tiempo y en su espacio de incidencia.

C.1. Analizar de manera integral el Estatuto de la CLAC y proponer su modificación.

C.2. Promover una mayor participación de los Estados miembros en las reuniones la CLAC.

C.3. Promover la adhesión de otros Estados de la región en la CLAC.
